The toy is a Hoopball we made (the birds have 3, and they're their favorite toys) using instructions by Macwlvr, and modified to add strength and the ability to add toys and repair damage caused by busy Macaw beaks. If Macwlvr posts here (I don't know if he does), perhaps he can point you to a link of those instructions. Unfortunately, we don't remember where the link is. Fortunately, we remember how to make the Hoopball without the instructions

. The cost to make a Macaw-sized Hoopball runs about $40-$50, and takes up to 2 hours (depending on how much practice you have--it goes more quickly after the first one or two) to construct. I believe the Orbits that are available commercially run about $200 + shipping, so if you can find instructions to make a Hoopball, you'll save a pretty good chunk o'change.
Tooie's Atom instructions on the above link seem very similar. I would suggest using flexible black PVC pipe instead of Hula Hoops, though, if you're making the toy for a beaky Macaw--The PVC stuff is thicker and heavier-duty than the Hula Hoops. Also, we use Stainless Steel screws at any intersection not already attached to the white PVC cross-connectors. If you simply tie those intersections with rope, the Macaws will eventually untie the knots, and the ball will quickly become misshapen, requiring re-tying of the knots way more often than is fun

. If you connect the top and bottoms of the ball with chain covered with white pvc, and connected with eye bolts, it will also keep the ball in shape. If you're creative, you can add twirly bits to the pvc. If not, you can always hang other toys from the top
