I'm sure they can, all though I have no real knowledge one way or the other. Other than to say that celery has zero nutritional value & thus I wouldn't feed them too much.

On the other side of the argument, how much more nutrition does a cage bird need ?
Celery does have some value as food stuff, and a lot more value as a pleasant past-time
which keeps the bird occupied. For that matter, even wild birds like picking and chewing as
a past-time, which is why they cause so much damage to crops. Parrots are notorious
    for wasting !

That's exactly why I feed some to my flock on occasion -- food toys. I dole them out about 2 hours after breakfast, when they've already given their food bowls some good grazing. Some like it; others don't. Not a problem if they don't, but fun if they do.

Celery, although not very nutritious when compared to other vegetables, is good for those birds suffering from kidney problems.

Ekkies need a lot of roughage so I did give celery on occasion to my one ekkie that liked it a lot. However, I de-strung it as I was told by the rescue that they can gag on the long strings. Incidentally, celery has quite a high sodium content.

Use some celery here but on a limited basis. I do feel there are better food choices and foraging foods, etc. so I would not put celery high on my list of foods to feed. You might instead try using fresh whole palm nuts as a good foraging food/toy.
