The only ones I remove are those that break and hang at a downward angle or those that cause pain. For the former, I clip them off just past the break. Re the latter, pain is evidenced by the bird's moving about restlessly, not interested in the normal food, toys, and naps. A bird in pain is usually instinctively quiet to avoid attracting a predator's attention. Removing those feathers -- which have usually gotten twisted in the follicle -- great care must be taken. If you've never done it, consider having your avian vet do it and show you how. Or, at the very least, google and read illustrated descriptions of the process. Any questions, please post here again.
