Okay, got one yes and one no about it being a dominant silver, here are the replies.
Yes, I would say dominant silver. Here a a very similar hen on this site.

I kind of doubt Dominant Silver. According to efinch, (http://www.efinch.com/species/dszeb.htm) Dominant Silver dilutes all markings, which would include the black tear drops. However in the picture you referenced they appear to be full strength.

To me it looks like a Normal Gray hen with what is called "ghost" cheek patches. With this particular type of finch, beauty is in the eye of the beholder. While many (myself included) think it's a nice diversion from the Normal Gray mutation (It is not classified as a separate mutation) many of the serious show breeders are not as happy to see one pop up in their flock. This type of marking on a hen is considered to be a show fault therefore most breeders do not actively try to promote the mutation, so it's appearance is rather random.

At 4 weeks past the start of incubation, the eggs are dead, or never developed. You haven't had the birds very long, this will hinder breeding. You are sure they are in male/female pairs?

Remove the nests, let the birds (in pairs that can't see each other) get used to you and their new mate/situation. Let them be for at least 6 months to settle.

Then when they have been on a great diet (not just seed), for at least 6 months, add nest boxes, not baskets. Try a couple of nests per cage, of different sizes. Put some nesting grass in and put more on the bottom of the cage for them to make the nest out of. This process helps bond the pair.

Never use nesting hair, animal hair, human hair, dryer lint, or any other product that can tangle around the legs of the chicks or parents.
