The breeder was correct, their pitch pattern is higher than that of a normal human, sort of like a small child they will "vocalize" higher. A funny story about the natives of the Southern Pacific region where they are found goes something like; a village elder was taking a walk and heard several children deep in the rain forest talking and playing and knowing that the children shouldn't go that deep into the forest he took off after them. It seems this flock spent a majority of their time near the village and picked up on the children's voices and of course children be children they use to feed this flock on a regular basis. Try playing a few TV shows for children so they can pick up the sounds, believe me this works great! They love to watch TV and they will be talking before you'll know it.
RS Eckies are very good talkers but you probably have the worst set up to get them to talk, Housing them in the same cage will not make them talk any faster. If you had them in different cages you might do better as they will naturally want to communicate with each other. I can see you got both very young, Are you going to breed them?
Really in both scenarios, to make them talk quicker, and to get them to breed later on in life, you should consider separate cages for at least a few years.
