I don't think him never talking is out of the picture at all. I'm sure some loving, one-on-one attention will help him out. I talk to my birds almost the entire time I'm home with them, just as if I were talking to another person in the house. I think you'll be just fine! Just don't expect it to happen in two days, two weeks, or maybe even two months, but I'm sure it will happen. Let him come around in his own time. Ten years is a long time to have to have had competition.
What a wonderful thing you're doing for him! Please keep us updated after you get him!

Old parrots can learn to talk with a little extra time & patients.

Some ekkies just never talk also so don't get dissapointed if he never learns to talk.
