I could easily be wrong, but I read it to say that all parrots (Psittaciformes) that are not listed in Appendix I are classified as Appendix II unless they are "Agapornis roseicollis, Melopsittacus undulatus, Nymphicus hollandicus and Psittacula krameri, which are not included in the Appendices..."
Here's how CITES characterizes the relevant portion of Appendix I: PSITTACIFORMES Amazons, cockatoos, lories, lorikeets, macaws, parakeets, parrots.
And how CITES characterizes the relevant portion of Appendix II: PSITTACIFORMES spp. (Except the species included in Appendix I and Agapornis roseicollis, Melopsittacus undulatus, Nymphicus hollandicus and Psittacula krameri, which are not included in the Appendices)
Here's how Wikipedia describes conures:
Conures, as the term is used by aviculturists, include only the genera Aratinga and Pyrrhura, as well as several single-species genera and one double-species genus*. These other genera are listed below:

So my presumption is that all conures are classified as CITES Appendix II. The parrots that are not protected by CITES because they are so very prolific (meaning over-bred) are peach-faced lovebirds (Agapornis roseicollis), budgies (Melopsittacus undulatus), cockatiels (Nymphicus hollandicus) and Indian ringnecks (Psittacula krameri).
