The only way to tell for sure whether your bird is male or female is to have a DNA test done either by a vet or one of those kits from a genetic lab. Of course if your bird lays an egg it's female

I do nt know what the cause of the wet feathers between the legs is but if it was my bird I would take take it to an avian vet and have a well bird check up done. . The check up is a good idea anytime you get a new bird. ----Yogi
