If they CONTINUE to pluck (to the point of creating "bald spots"), that WOULD indicate a problem. During molting I'd "guesstimate" that my conure loses 1 large (flight / tail) feather and 3-8 small (down / cape) feathers per day. In molting, the feather loss is spread over the entire body, but localized plucking is usually a sign of problems... Extra baths and careful head scratches (to help get rid of the feather sheaths / "aglets") are usually appreciated by your bird during molting.

Be careful, though; "pin" feathers are sensitive!
