If he's molting (or starting to molt), that behavior is completely normal. My conure will also chew on his feathers after he pulls them.

If they CONTINUE to pluck (to the point of creating "bald spots"), that WOULD indicate a problem. During molting I'd "guesstimate" that my conure loses 1 large (flight / tail) feather and 3-8 small (down / cape) feathers per day. In molting, the feather loss is spread over the entire body, but localized plucking is usually a sign of problems... Extra baths and careful head scratches (to help get rid of the feather sheaths / "aglets") are usually appreciated by your bird during molting. :) Be careful, though; "pin" feathers are sensitive!
