No bird is too old to be trained, although the older the bird with less training, the harder it may be to train them, especially for a novice. This can also be true for birds who were "force trained" - i.e. they may permit being handled but *do not* enjoy it. They would instead bite and do what they can to get away rather than being shoved into something they do not enjoy. With the right training techniques, even these birds ca be turned around.
Will conures and parakeets get along? Who knows. What type of parakeets? Are they "shell parakeets" aka budgerigars, or are they grass parakeets, cockatiels, lovebirds, parrotlets, conures, ringnecks, or?
If you mean budgies, well this could result in a bad ending as many conures are large enough and strong enough to injure a budgie, if not kill them. Is it possible for them to get along? Yes. But don't expect them to get along as they may just outright hate eachother.
