found birds in poor conditions

Today I read an article for macaws for sale all with misc. items in a yard sale.They are about 3 miles from my house.I arrived to find a 15 yr old bg macaw and what i believe to be a scarlet macaw that is supposedly 5.Both had very very very dirty cages,no newspaper,dirty water,lots of poop on the bottom of the cage(just coated),and also standing water in the bottom of the cage.It was 95 degrees and the scarlet was panting like crazy.Both of these birds have very long nails and beaks that need trimming.I know what a macaws beak should look like.They have had one in the local pet store since before I was a child(over 25 yrs).The scarlet had a huge sack or crop or something strange going on with her neck.I dont know what to do.Our county animal control officer is a hillbilly cowboy hat wearing wannabe cowboy.He lassos pigs and cattle that get loose,and has even been known to even eat a family potbelly pig that has gone mean.Hes just the kind of guy that would look the other way instead of rescueing these birds.I feel really bad about these birds conditions.The lady wanted 2.000 for the bg and 1,200 for the scartlet.If I had that kind of money,I would of rescued them on the spot.I just dont know what I can do to help these little guys out.I feel my hands are tied.I just thought I'd vent a little bit about these clueless bird owners and their birds that are suffering from it.If anyone knows what I can do or who I could call,that would actually give a damn--PLEASE SEND THEM MY WAY-Also I am from northern Indiana

    Do you have a local SPCA? I know that here in Houston our SPCA would take action on a report of such conditions.

    animal control officer

    I contacted the local city animal control officer and asked him to please go out to the country and check on these birds.He did and called me back at the end of the day.He spoke with them and gave them a written warning to comply within a 30 day time frame.So this really took a big weight of my mind an d chest.I just think that people shouldnt get animals if they cant take care of them properly.I dont understand how somme people can have a bird and someday wake up and decide to get rid of them.The only exception is if they are causing you or others health problems.My birds are treated as good as me and my family,they are actually memmbers of my family and not pets.If and when I die,my parrots will be passed on to my daughter.Thank you guys for all your help.I really appreciate it.
