I used to get the area rug cleaned in my old apartment. I don't remember there being a problem with fumes, but there was a "fragrance" to the cleaning fluid used. I opened the windows and ran fans to help it dry quicker; otherwise, it started smelling bad. I can't think of the correct word to use, but it reminded me of wet dog.
The steam machine is pretty loud. My birds were in the next room, but they could still see what was going on. I was there the whole time to make sure there were no problems, but they seemed to do okay. If possible, you might want to move them to another room if the carpet is getting cleaned in the room they are in.
I recently bought my first home. It has only hardwood floors and tile. With 3 parrots, 2 dogs, and 2 cats, I am anti-carpet. The hardwood and tile is much easier to clean and keep clean. Plus, have you ever pulled up old carpet? I did in two different apartments I rented (with landlords' approval first). There is dirt underneath that does get removed by vacuums or steam cleaners.
