So he didn't test for yeast or bacterial infections? I would go back and insist on tests, even weight related, that is still too much sleeping and not enough weight gain for the ammount of time.

She also shouldn't have to force a chirp, that could be a sign that she has pneumonia from improper handfeeding or perhaps the beginnings of Asper.

What you describe does not sound like a healthy bird. Please, I know money is short, but have her fully checked out, bloodwork, fecal and crop swabs and anything else an avian vet deems necessary. You can even get the pet store to pay if she is sick, since there should be laws against selling a sick animal.

    Unless it's just the photo, she looks flat to me. Like she doesn't feel all that well. And your description of her behaviour and her vocalisations doesn't sound quite right to me either. I think a vet visit would be a really good idea. Just in case.
