I noticed on Charley's beak/cere that there is a chapped looking spot...almost a sore. I have kept them good and covered on the colder nights (I am in Florida). Could it be the alteration of turning on the heat then the air (yes, that is necessary in Florida)?

Looks like an abrasion to me. If Charley's flighted, he might have flown into something. Or lost a fight with a toy or had too good a time chewing something in tight quarters. Abrasions heal fast, so if it's still red on Thursday, you might want to get him vet-checked on Friday, before the weekend. I've never heard of ceres chapping.
It looks like an abrasion to me too. however, is he kept outside or inside? is he housed with other birds (or do you have other birds?) If it looks like his cere is getting worse and if his feet are looking raggy too he could have scaly mites. have not heard of a teil getting this but budgies are prone to this. For nwo I would see if the sore gets better and maybe add omega' -3s to his diet (avicakes or nutriberries)
Maybe my budgie got him when they were both out. Sometimes they snap at each other but I've not known them to actually bite each other or actually peck. Or maybe he hit something. I hope he is okay. Gosh a vet bill is not needed right now! I think it will get better on its own, but I will watch it. Hmm....
my two pied tiels have chapped ceres since this morning I also found a few tail feathers on the ground so I guess they've had a night fright poor babies
