Theories abound, but the best thing is to quit breeding the pair. Retire them together so their genes go no further.

The parent want to mate again and make babies again so they are picking on this "old babies". You better separate the parents from babies and hand feed them because the parents will become more aggressive towards these babies

But again, if they are chonicly plucking, this behavior is being taught to the chicks. The best thing to do is retire the pair and not breed them again, seperating them if needed. This behavior is abusive and causes the chicks pain and malnutrition since they need to regrow feathers 2+ times.

I heard of one breeder who had parents that plucked, so they separated the pair, and repaired the birds with new mates. When they did this, the birds stopped mutilating the chicks. Repairing the parents may work, possibly even allowing them to choose new mates. If this doesn't work however, it's best to either remove chicks for handfeeding before they start to feather out or just to retire the pair.
