That is only part of it. Attention with my hen involves flying and playing, not hands on time as she hates being touched. When I'm messing with their cage, I don't let her just sit, I make sure that she is flying and exploring, in a sense keeping her very active.
If you're cuddling and petting your bird, you will be causing her to be more hormonal if you are touching the wings, vent area, and back. This is very stimulating to them.
As long as you aren't encouraging egg laying, you should be fine. Egg laying is scary, but it is natural. As long as birds have a healthy diet and pleanty of exercise, they should be fine. When not trying to breed though, it can be inconvienent!!
Also, so I'm not posting on several threads, about Rosie tasting food. You need to give it to her
more than just once. Birds are naturally wary of anything new. A new food needs to be presented many, many times before they are sure you're not trying to poison them.
My oldest tiel finally tried carrots a few months ago after 19+ years of offering them to him. Persistance is the key. If you spoil her too much, then she will only eat her favorite foods and not have a balanced diet. If it is a people food, you eat it too in front of her. This will help.
