It's very hard to take care of any animal when you're low on funds. I know, I've been out of work since Feb. The unemployment rate is very high, so please try to be compassionate. If this person can't afford to treat the birds, they could take them to SPCA. Some vets will treat ill animals if you surrender them. The egg bound bird will probably die if not treated. It's very hard to give up your friends, but I believe that if you truly love them, you do what's best for them. It's even harder if they die.
I had a parakeet who kept laying too many eggs and my vet told me to give her calcium supplements (not just cuttlebone) but that's only a deterrrant, not a solution at this point. Also, cover the cage, so they only get so much sunlight, because that can trigger egg laying.
