That's why! He's young, just basically a little teenager who doesn't apparently care too much for his looks! So he's just rough housing far too much!!! Once he grows up and matures (about a year old to 1.5 years normally), he'll learn how to keep his tail feathers and be a handsome little tiel! Don't fret it!

It may though help to keep his perches a bit away from his cage bars so he has room for his tail, and try and prevent him from bashing his tail a little too hard.... tiels tend to be very clumsy little birds!

I think that was one of the first questions I asked was about my tiels tail feathers, which she broke all of them and has a little scraggly butt. I thought they would never grow back and I gave up on it. I think she's about 6 months now and she's FINALLY got 2 brand spankin' new little tail feathers coming it which I'm sure she'll not know how to handle and trip herself up on and break, lol.

Don't give up hope, your not a bad mommie! I so thought I was, but my buds here assured me it's quite normal and the tiel is not suffering.
