Does she flap her wings (sometimes beating them on the cage)? Perhaps nightfrights?
Some of my tiels occasionally have raggy looking feathers.

Honestly, from what you describe, I have no idea where on your bird you are talking about. Underside of where??? Photos would help. How old is your bird? How active? Does she fly? Is she clipped? Is she molting? Is she housed with other birds? Do you use teflon coated products, air fresheners, scented candles in your home? Does she have access to a bath? Do you mist her? Do you have cedar in your home? What is the size and shape of her cage? What kind of toys does she have?

she is 3yrs old the feathers are hanging down behind her wings. she isnt cliped and does fly around the house when we are home. she has hanging toys with beads and bells.she seems to scream and bit them when in her cage.she is the only pet in our family. the feathers are stringy looking. she doesn't like to be touched so it's herd to check her all over. cnttact is on her terms. she has a good appetite wanting to try what ever we eat.as well as a mix of pellets and seed. thanks for the replies. no she doesn't bite or pull on her feathers or scream she seems quite normal as behavior goes her cage is 18"x30" she doesn't flap her wings in the cage or have night fright. she spends most of the day outside the cage she sleeps and eats in the cage. thanks for the reply
