My male cockatiel has small amount of dried blood under both wings which I think either happened when flew into the tv or maybe in the cage. I looked at the inside of the wings and saw a red spot inside the bend of the wing on both wings. He stretches and moves normally, and is eating and singing normally and just had his wings clipped.

As long as he is not actively bleeding, he should be fine. If you see active bleeding, you need to see if it is from a blood feather since he was just clipped (they should have watched for those), or something else. Active bleeding can be stopped with corn starch or flour applied to the spot and pressure. If it is a blood feather and it continues bleeding, it may need to be pulled.

Change out his/her cage regularly every few hours and use clean white cage liners to notice any blood

Should be fine, this is normal with a blood feather that got bent or damaged. It will fall out soon so keep up your vigil on the papers.
