Freddy,
It is hard when they are so good with you. We even have a fair number of friends who are fine with the birds. They are generally calm and relaxed around them and don't get startled when the birds get worked up. If your mother-in-law is willing to be patient and work at earning Cisco's trust and establishing some boundaries with him, they can probably get along just fine. The first time Sparky really laid into me and drew blood I was very hurt but I learned when I can trust him and when I have to watch out. It takes a little time to learn their body language and for them to figure out what they can and can't do..
Also, two is an average. Sparky started trying to make out with my foot and some of his toys at 9 months old, but the real hormonal tantrums didn't start until just before he turned two. Mika showed no interest along those lines until a little more than a month ago, she'll be two on march 4th. She did the thing today where she rubs her beak back and forth while her eyes were pinning then she rushed at my hand like she was ready to chomp but just gently pushed my finger away with her beak while squeeling. But, she may have learned this from Sparky. Other signs that Cisco may be growing up include getting defensive of his cage or any place he likes to crawl into and lots of shredding and rooting around. Sparky will stand on a paper towl or other paper, put his beak down to hold it or even bite it and just rake the paper to shreds with his feet. Mika then takes the pieces and shreds them up smaller and carries them around. I don't think she knows what to do next. I've also notices that Sparky's tantrums and hormonal behavior are agrivated by hunger. If he hasn't stopped to eat in a while he is much more likely to get over excited and agressive. Our solution is to stick a finger full of peanut butter in his beak. He usually realizes he's hungry after that and calms down to eat.

Anyway, good luck and watch his body language.

Thanks again Sandy -

I had a a LOL moment with the peanut butter image. That was always fun with our dogs - never thought it would work with a bird!!!
