Boy, I don't know. I tried to report a bird store once. I called the city because I assumed they had to have a live animal license. The city really didn't care. I called a few other places and no one seemed to care either. I was going to call the owner and offer to clean their cages for the poor birds. Luckily, that guy no longer runs that store and they have cleaned it - - finally. I know I was quite frustrated.

You'd want to call the Humane Society. They're the ones that deal with neglect issues.

You might try talking to managers, calling and writing to corporate headquarters, and things like that.
The best things in life are those who share it with you.

the aspca is a good place to start. they usually work with local enforcement and know what constitutes leagal neglect and what is unfortunate but does not meet the leagal standard of mistreatment.
