It takes time to train/tame a bird. At 2 weeks in your home she is hardly used to it. Try holding a small piece of millet in your hand. They usually like millet and will sit on the hand to eat it. Talk softly to her. Put your hand in cage and praise her when she steps up on it. Don't make her sit there long. Training periods should be short 5 to 10 minutes at the most. Always end traingin on a positive note. Praise her alot. Budgies are usually easier to train when their wings aer clipped.
If you still have problems see if your local library has any books on trainng or do a search on the internet.
Good luck.
