Hate to say it but it sounds like typical female behavior.... females are the aggressors while the males tend to be more laid back. Don't get me wrong, I've seen an "aggressive" male before, but for the most part, they just don't stand up to the hens... in more sense than one! And more often than not, they put up with it!
If you don't have the two in a large cage (at least 2' D x 3' W x 2' H or bigger) then keep them separated. If you've got a large cage for them to be in, make sure there are two food dishes, 1-2 water dishes, and *A LOT* of perches!
If that doesn't work, and the hen is still being overly bullyish, keep them separated.
