I'm not sure if there is a way to help or speed up a bird maturing. If anything this could be a bigger problem then waiting for him to mature on his own. Age and breeding seasons have a lot to do with it. Most birds mature around a certain age and even then that doesn't mean he's going to want to breed or get it right.

Just let nature take its course. You may run into negative effects if you try forcing it if there is a way. He needs to be ready physically as well as sexually and that only comes with time.

How old is the female?

From the sounds of it, the male isn't ready and mature. You should probably wait another year before breeding him to ensure that he is fully mature.

If you breed them too young it would be like allowing teenage humans to have kids, and most are not fully mature in bodies, let alone mentally prepaired. Take your time.

There is no way to determine that a male is "almost mature, "
so that statement is just a guess, because the male is 2 yrs. old.
Scoping is not necessary. And at this point, there is no way
that youy can rush the process.
