From what I understand, in the wild they would weave together a two chamber nest from long, thin branches that they gather. The inner chamber would be where the eggs are laid and the outer chamber would be kind of like a living room.
However, I wouldn't put a wire shelf/basket in front of the nest box. I wouldn't try to stimulate them building that front chamber. I guess I'd just be scared that they'd lay their eggs there and I wouldn't be able to check on the eggs if I needed too.
I do give them lots of thin branches. Mostly the watersprouts from my apple and pear trees. They shred them a little and weave them in the wire in front of their nest boxes. They sometimes take the branches inside the boxes and weave something that could resemble a nest.
