That would depend on the size of the cage. I wouldn't recommend more than one pair in a cage that is 2' sq. In a 4' sq cage you might be able to get away with 3. However, do note, that nestboxes are best kept near the middle or top of the cage, and if there's not much room inside the cage you need to make a way for the nestboxes to hang on the outside of the cage and still permit access from inside the cage. Also, a general rule of thumb, you need 3 nestboxes per every 2 pairs. If you've got 6 pairs you should have at least 8-10 nestboxes. This is to try and help prevent the pairs fighting over the nestboxes. Also do note, in a breeding situation it is better to have more males than females, if not even pairs.

The lutino could be a female... Do you think you could get a close up of her cere/nose?

I don't have any experience with keeping English/Show budgies, although from what I have learned they are much less active than their normal smaller counterparts, the american or normal budgie... so I couldn't really tell you if your female being inactive is normal or not... As far as behavior it may be easier to find someone who does have experience with these guys.

As for taking the bird back that is up to you.

You may want to get your male to the vet. Whatever the female had, the male probably has it by now but may not be showing symptoms. The new female should have been quarantined for at least 60 days before introducing her to your male to make sure both were healthy.
