Osteoarthritis

I have an one year old golden retriever/chow mix who's been recently diagnosed with osteoarthritis in her hip area. We took her to the vet because she was leaking small amounts of (foul smelling)urine and the vet said it's because her muscles surrounding her hip/bladder area are so weak. She was placed on Rimadyl for a week but she still leaks urine on occasion - usually when she chases her tail. She doesn't have any of the usual signs of early osteoarthritis but I'm concerned about her accidents. She's otherwise in very good health and her weight is perfect for her size (47 pounds). Is there anything else that this could be besides osteoarthritis? Can I do anything about her accidents?
