You didn't say how old your Tiel is but if under weaning age, I would let my avian vet take a look at the legs. I don't think they can be repaired with surgery but it's worth an opinion anyway. Most birds don't take well to having their legs taped down but hobbling them will usually secure the leg (and thus put the hip joint back in place) so that it can heal and still allow a certain amount of movement.
